Alliance building is at the core of Dar's research management strategy as director-general of the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) based in India's Andhra Pradesh state. Dar outlined his research management policy before participants to the 14th Philippine Association of Research Managers' National Convention held recently at the Carig Plaza Hotel in Santiago City, Isabela. The convention's theme, “Strategic Alliance for Stronger Research Management Capability,” was timely with the current status of research management in the country and around the world, he said. Realities require research managers in the country to uphold strategic alliance for research and development. Dar proposed his “Formula 10,” which proved effective in setting ICRISAT to a turnaround performance. He noted that four years ago significant downsizing, staff unrest, financial challenges, and fast turnover in board and senior management prevailed at ICRISAT's. But introduction of “Formula 10” strategy gradually reversed the spiral. ICRISAT now has high-quality science research and sound management. Dar's “Formula 10” implemented at ICRISAT include:
