The Department of Science and Technology through the Science Education Institute hosted and jointly organized the event with the Centre for Information Technology in School and Teacher Education, and University of Hongkong.  APEC Cyber Education Cooperation provided support.

The workshop aimed to identify gaps in e-educational leadership in the implementation and policy-making process, build effective interaction between classroom and school, and national and regional levels.  It was also designed to develop cross-national partnerships in leadership in policy-making and implementation of e-Education initiatives.

Messages were delivered during the opening ceremony by DOST Undersecretary Fortunato dela Pena, ACEC representative Dr. Youngcook inplace of Dr. Younghwan Kim, chairman of APEC Cyber Education Cooperation, and UH—Centre for Information Technology in School and Teacher Education Director Nancy Law.

Director Rene Burt Llanto of DOST Region 7 hosted the dinner for delegates and guests at City Sports Club Cebu.

Current developments in ICT prompted education leaders in different countries including the Philippines to use the technology in classroom teaching and learning.  But many countries face problems in implementing e-learning programs because of inadequacies or absence of standards and policies.

In the Philippines, e-learning strategies are initiated separately by the school system and recently through the collective efforts of government  agencies and academe.
