DOST-PNP sign R&D collaboration program

The Department of Science and Technology and the Philippine National Police signed a memorandum of understanding on Research and Development Collaboration Program.

The program covers activities, proposed projects and S&T intervention identified for DOST-PNP implementation.  The MOU aims to formulate and adopt a cooperation program on R&D, test and evaluation on technical services, equipment, tools, training, personnel, researches, and other development programs on PNP material and other logistical requirements. 

Two of the proposed projects are localization of PNP crowd control equipment and the general officer attire using tropical fabrics and locally produced materials.

The PNP committed to provide P2M counterpart fund while DOST pledged to provide equal seed R&D fund of P2M under the DOST grants-in-aid program. 

Other possible areas of collaboration identified include combat ration for special action forces and CDM PNP units, M16 rifle refurbishing, explosive handling and storage for magazine facility, regulated chemicals, watercraft transport vessel, computer, server, and software upgrade, energy conservation for building, and capability building.  

Signatories to the MOU           are PNP Director-General Hermogenes E. Ebdane, Jr. and DOST Sec. Estrella F. Alabastro.   DOST's Philippine Council for Industry and Energy Research and Development Executive Director Graciano P. Yumul, Jr., and Chief Superintendent acting director of PNP Directorate for R&D Simeon P. Dizon, Jr. stood as witnesses.  

In the same occasion, Sec. Alabastro presented special awards to Superintendent Eugenio T. Reta, Jr , Senior Police Commissioned Officer of the Year;  Senior Inspector Joseph C. Laureta, Junior PCO of the Year; Inspector Ronald A. Lee, Junior PCO of the Year; Senior Police Officer 2 Leonardo A. Cariaso, Police Non-Commissioned Officer of the Year; Non-Uniformed Personnel Alexander Y. Abuel, NUP of the Year (supervisory), and; NUP Giovanni A. Pili, NUP of the Year (non-supervisory).
